NOTICE OF RACE
THE INTERNATIONAL SWEDISH CHAMPIONSHIP FOR
22m2 Skerry Cruisers (A22) 2017

(SKÄRGÅRDSKRYSSARPOKALEN, THE SQUARE METRE TROPHY)

1. Rules

    1. The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS) and with Appendix T Section B and section D.
1.2 Rules for the international Swedish Championship and Skärgårdskryssarpokalen (The Square Metre Trophy) 2017 for A22
  • All boats measured according to the Swedish square metre rule of 1925 and subsequent revisions are eligible to start.
  • The boats must have a valid national measurement certificate.
  • Skippers are allowed to sail with boats from any country provided that the boats has a valid measurement certificate.
  • The mast must conform to the current Swedish square metre rule (§ 5 - § 5.7)
  • The rig measurement must conform to the current Swedish square metre rule
(§ 6.6 – 6.9)
  • There is no limitation of the numbers of sails that may be used for the regatta.
  • Type and size of the sails must conform to the rules of the country where the valid measurement certificate has been issued.
  • Measuring marks on the mast and boom must be visible and of correct size according to the rules.
  • WR-Appemndix G 1.1 does not applay to the headsail.

1.3 Swedish competitors shall when racing follow the licensing rules for advertising as decided by the Swedish Sailing Federation.

1.4 Boats may be required to display advertising chosen and supplied by the organizing authority.


1.5 Competitors shall when afloat wear personal flotation devices. This rule does not apply to short term replacement or adjustment of clothing or personal equipment, or when competitors are in the harbor or under deck. Wet suits and dry suits are not personal flotation devices. This changes RRS 40. A boat that breaks the rule may be warned or penalized at the discretion of the protest committee.

2. Eligibility requirements

2.1 To be entitled to participate in Riksidrottsförbundets championships, each competitor must comply with World Sailing Regulation 19.

2.2 Each participating boat shall be insured with valid third party liability insurance.

2.3 Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race.
The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

2.4 The person on board that in charge is required to have a valid racing license issued by the Swedish Sailing Federation. The requirement applies from the years a contestant turns 13 years. Competitors from other countries than Sweden are exempt from this regulation.

3. Entries

3.1 Entry is asked to be made not later than 2017-07-16 in respect to the administration. Use the entry form on www.nss.nu
3.2 The advance entry shall include the following:

3.3 Entry fee is 2400 SEK / boat and shall be paid to Norrköpings Segelsällskap
BG 5938-9817.
Alternative is payment on site at registration through Master Card or Visa.
Early entry fee paid to Norrköpings Segelsällskap on BG 5938-9817
before 2017-07-16 is 2100 SEK.
Either entry fee includes 100 SEK as regatta fee for Swedish Sailing Association and Barbeque “get together” for three persons on July 29.

Guests who like to take part in the Barbeque are welcome to buy tickets at the regatta office in advance, price 200 SEK/person.

4. Registration and measurement checks

4.1 Registrations shall be made at the race office not later than 2017-07-29 at 09.00

4.2 Measurement certificates shall be presented prior to racing.
4.3 Swedish contestants shall according to 2.4 be able to present a valid competition licence from the Swedish Sailing Federation before racing.

4.4 A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, the race- or/and the technical committee can instruct a boat to proceed immediately to a prescribed location
for inspection.

5 Sailing Instructions

5.1 The sailing instructions will be handed out at the registration.

8. Racing area

8.1 The racing areas will be about 2,5 - 3 NM E-SE NSS club house in Arkösund






9. The course

9.1 A windward – leeward course will be sailed.

9.2 Approximate time for a race is 90 min


10. Scoring

10.1 The low point scoring system of RRS Appendix A will apply, modified so that when three or fewer races have been completed, a boat’s series score will be the total of her race scores.
10.2 3 races are required to be completed to constitute a championship.


11. Protests and penalty systems

11.1 RRS Appendix T will apply.

Brunelius Trophy (the largest win on a single race)
Riksidrottsförbundet´s plaque for international Swedish Championship in accordance with 2.1
Prizes for ranking according to number of participants.

13. Rules for support persons

13.1 Support person shall launch, moor and take up their vessel (coach- boat) according to the instructions from the organizer.

13.2 Support person shall follow RRS 1.2 and 55 and not subject a competitor at risk breaking the RRS 41
13.3 During the race, a support person is not be closer to a competitor than 50 meters, except when the support person is acting under RRS 1.1.

APPENDIX T – alternative procedures for dispute resolution

Section B

Post-Race penalties

T2 Penalties taken after race

T2.1 After a race, a boat that may have broken a rule of part 2 or rule 31 while racing may take a Post-Race penalty for that incident. The penalty shall be a Scoring penalty, calculated as stated in rule 44.3 (c) However, rule 44.1(a) and (b) apply. A boat takes a Post-Race penalty by informing the race committee in writing and identifying the number and when and where the incident occurred.

T2.2 The Post-Race penalty shell be
  1. 20 % if taken before the protest time limit, or
  2. 30 % if taken after the protest time limit but before the beginning of a hearing involving the incident.

Section D

Arbitration
T5 Protest arbitration

T5.1 An Arbitration meeting will be held prior to a protest hearing for each incident resulting in a protest by a boat involving a rule of part 2 or rule 31, but only if each party is represented by a person who was on board at the time of incident. No witnesses will be permitted. However, if the arbitrator decides that rule 44.1(b) may apply or that arbitration is not appropriate, the meeting will not be held, and if a meeting is in progress, it will be closed.

T5.2 Based on the evidence given by the representatives, the arbitrator will offer an opinion as to what the protest committee is likely to decide:
  1. The protest is invalid
  2. No boat will be penalized for breaking a rule, or
  3. One or more boats will be penalized for braking a rule, identifying the boats and the penalties.

T5.3 A boat that may have broken a rule may take a Post-Race Penalty as provided in Section B. However, the penalty in rule T2.2(a) is available only until the beginning of the arbitration meeting, whichever is earlier. During a meeting, a boat may take a penalty by acknowledging her acceptance of the penalty is writing.

T5.4 If a boat asks to withdraw her protest, the arbitrator may act on behalf of the protest committee in accordance with rule 63.1 to accept the withdrawal




Arkösund is an old fishing village on the easterly edge of Vikbolandet where the Municipality of Norrkoping meets the Baltic. After the previous turn of the century impressing summer villas erected by the wealthy inhabitants of Norrkoping started the transformation into what Norrkoping is today, an attractive place for leisure with water life at the edge of the bridge.
Norrköpings Segelsällskap ( Norrköping sailing society), this year celebrating it´s 130´th year of existing, has our club house in one of these old Villas to be found at the end of County road 209.
On the website Of the Norrköping Segelsällskap www.nss.nu you will find revised information on for instance the approach fleets, the racing area, the entry fom.
Moring and parking
Participating boats and Coach boats will be placed by the docks of NSS
In the guest harbour there is room for tender boats at cost.

Registration
Handing out of SI and registration is to be done at the expedition by the NSS club house.

Accommodation
Different kind of accommodation is available in the surroundings of Arkosund.
For those who prefers hotel there are Arkösunds Hotell in the harbour, within 25 km from Arkosund Mauritzbergs Slottshotell and Stegeborgs Trädgårdshotell can be reached.

Sköldviks vandrarhem 0125 20289 a hostel about 2 km from the harbour has some places left.

Arkösunds camping 0125 20101 ca 10 min walk from the harbour offers place for tent, campers and a few cottages, NSS has negotiated a special discount.
Private cottages to rent will be displayed at the webpage of NSS if offered by the citizens of Arkosund.

Food
Restaurants and bars could be found at the hotel, by the camping and in the middle of the village where also a grocery store is situated.
Participants and relatives are welcome to the Club house of NSS to enjoy beverages and a beautiful view of the sea.

After sail
Why not only enjoy the atmosphere of the Club house of NSS. Take the opportunity stay a few days extra and take the Skärgårdslinjen to the famous archipelago or play at some of the Golf courses in the neighbourhood.
For the family a visit to Kolmårdens Djurpark present several opportunities.

Doctor, dentist, post office and super market to be found in Ö Husby about 23 km inbound on Count road 209.
